Background and purpose of the plan
Creating an eco-friendly smart city using water space, focusing on natural exposed areas near the Saemangeum Embankment among the complex development sites
1. Backgroud
- Regarding the Saemangeum project, the Saemangeum Comprehensive Development Master Plan was established in November 1989, and the Saemangeum embankment construction started in November 1991 and is currently underway.
- Initially, the Saemangeum project was pursued with a focus on agricultural land development. However, in 2008, the basic plan for internal land development was changed, shifting towards 70% urban land and 30% agricultural land. This resulted in a change in the Saemangeum Comprehensive Development Plan and establishing of the "Special Act on the Promotion and Support of the Saemangeum Project" for its implementation.
- The promotion of the Saemangeum project was delayed due to slow private participation in the four sites for attracting companies (industrial business sites, tourism and leisure, international cooperation, and background sites).
- Currently, the Saemangeum project is included in the top 100 national tasks by the government. The rapid development of the Saemangeum project was expressed through the President's commemorative speech at the 「Marine Day」 event. It is presented as a critical policy direction for the rapid expansion of infrastructure, with the people leading the land development in the areas necessary for innovative change in the existing development system.
- Saemangeum Development Corporation was established in September 2018 to lay the groundwork for swiftly promoting state-led river drilling projects.
- To contribute to sound growth and economic revitalization in Jeollabuk-do and Saemangeum, it is necessary to promote leading projects promptly.
2. Purpose
- To achieve balanced national development by promoting the Saemangeum project through public-led reclamation with a sense of speed as one of the national tasks and to ensure successful project implementation through public-led projects.
- To introduce population and industry to Saemangeum through the Saemangeum smart waterfront city development project, providing impetus for the internal development of Saemangeum and leading the private sector to participate in the project and attract investment.
- To create a smart waterfront city with a pleasant residential space that utilizes the natural environment and to provide jobs by attracting international businesses, high-tech industries, and tourism functions.
- To establish an integrated development plan to fulfill its role as a leading public-led project in line with the changed trend of the Saemangeum project.
